Here are my thoughts.

Raw
World Title: Jericho
Ic title: Orton
Women's title: Jazz (You gotta get the bitch the title man)
Tag Titles: Flair and Batista

Smackdown
Cruiserweight: Ultimo Dragon (somehow turn him heel and have him feud with rey. Imagine the competition)
Tag Titles: TWGTT
US title: Easy choice: Cena
WWE Championship: Chris Benoit (Beniot turns heel after winning and feuds with Geurerro and it's like a 6 month feud. It would be great.)

WORLD: Chris Jericho.
The widely-regarded "MVP of RAW" should be given the chance to run with the ball.

IC: Shawn Michaels.
A title would allow him to be above garbage feuds with the likes of Mark Henry, and having the IC would prevent the perception of him holding down the Jerichos, RVDs, and Booker Ts of the roster (who could all be feuding for the Big One while Michaels takes on the up-and-comers).

Tag Team: Garrison Cade and Mark Jindrak.
You've teased it long enough. Let them have a run with the belt. Give them a real team name first, but these two are too talented to be on HeAt every week, and they're a hell of a lot more exciting to watch than the Dudleys or Test/Steiner.

Women's: Victoria.
I almost said Molly here, but I seriously mark out like crazy every time Victoria comes to the ring. She's the most compelling diva right now, even though WWE's done a pretty good job of burying her.

SmackDown!
WWE: Chris Benoit.
There's no reason why he shouldn't be a top champion by now. He could drag a five-star match out of my sister's pet beagle.

US: John Cena.
He's WAY too over right now to not have a belt. Think of it as putting the IC belt on Austin in '97. He's obviously on the cusp of greatness, but he's still just a teensy bit green. Let him work with Rhyno, Eddie Guerrero, and W.G.T.T. in singles matches for a while at this level before bumping him all the way up.

Tag Team: Paul London and Span--wait... World's Greatest Tag Team.
Charlie and Shelton don't really NEED the belts, but I would just love to see the belts on them so they can drop that stupid "Self-Proclaimed" from the front of their SmackDown graphic.

Cruiserweight: Rey Mysterio.
But only if they let him go all-out lucha libre. The cruisers have to fight in such a restrictive style that none of them are half as exciting as they could be. If you unleash Rey and let him do whatever he wants, you're guaranteed excitement.

IC Title- The Booker Man!

Hardcore title (which they should bring back)- Batista

US Title- Rey Myestrio, let him run with a few heavyweights again.

Intercontinental: Rob Van Dam (I'd have him hold it for 2 years, maybe 3. What? Come one, the Honky Tonk Man has the longest reign, thats just something that has to be blown away, in a cloud of RVD 4:20 smoke)
