As soon as I heard Jamal was coming back, I immediately thought of a very similiar scenario to this.
Shane McMahon calls out Eric Bischoff, and dresses him down. Eric Bischoff then gets on the mic and says he wants another chance to prove himself. Jus give him...3 minutes. Rosey & Jamal then lay a beating on Shane McMahon (one that only Shane McMahon can take), and they stand tall with Eric Bischoff. Eric announces a Handicap Match later on, with 3 Minute Warning facing John Cena.
This is probably a really unpopular idea, but you could even add the stipulation that the Island Boy who pins Cena becomes WWE Champion. Neither Rosey and Jamal are perfect technicians, but both are better than they are creditted for, and neither would be the worst WWE Champion of all time. It can highlight their presence as a tag team, and it could lead to possible feuds.
Can you imagine how Gregory Helms would feel after dumping Rosey only for him to pin John Cena and become WWE Champion?
I'm not saying give Rosey or Jamal a long reing with the belt, just have them beat John Cena with a two-on-one advantage, and then have tem hold the belt for a week before Eric Bischoff vacates it on the following RAW. He can then be about to present Kurt Angle with it, when Vince McMahon walks out and inform Bischoff that although he approves of Bischoff finally achieving his goal, he won't be awarding the title to anybody.
There's your set-up for the Elimination Chamber at New Year's Revolution. A vacant title is how they set-up the earlier this year, but originality is not the WWE's thing, and they don't exactly seem to be taking strides towards a Chamber at NYR at the present time. They seem to have two seperate programs going on between John Cena/Kurt Angle and Triple H/Big Show. A vacant title can bring these all together.
Hell, you could even give the 3 Minute Warning member that wins the title (I'd probably choose Rosey since he's been with the company longer, and is a former World Tag Team Champion) a place in the Chamber, and have them bump like crazy and get eliminated early on to give the other guys in the match main event credibility.
