It's production music, similar to a lot of wrestling themes. I've heard it used elsewhere sans vocals.

It is pretty gay but I wanted this when I first heard it, when i first got my hands on a Batman Forever VHS, which was what? 97/98 when I was 14 and since then its the only thing I have heard and not managed to eventually find and download.
