Yes, it's replacing Vengeance which Night of Champions was the tag line for Vengeance last year.

I'm fairly certain Ted DiBiase said he and a partner would be challenging for the World Tag Team Championship at Night of Champions, so that much is pretty much confirmed. Here is how I think the card might look:
