Video Trimmer/Cutter/Thingy

I was wondering if any of you guys know of a program that will precisely trim a video to a certain size or just being able to cut out parts of a video if you don't need the rest. I tried Solveig and while it is okay it is definitely not precise. I need something that can cut as close to a frame.
