Rey Mysterio should have been drafted to ECW in the first place. I can understand that the WWE wanted to put him on their flagship show to really make him appear to be a huge attraction for merchandise purposes (and he has won a good majority of his matches, to be frank). That being said, he just seems a better fit for ECW:

1) He's an ECW Original.

2) It's much easier to win the ECW Title than another of the other World Championships.

3) ECW needs a big star.

Plus, with the talent exchange in place, it's not like Rey Mysterio couldn't do a John Morrison or The Miz, and appear on RAW or SmackDown! whenever the WWE fancies him to.

I'd also have liked to have seen Umaga drafted to ECW. I think a feud between Umaga and Mysterio over the ECW Title really could have been something. Kane being drafted away from ECW seems a bit baffling. I appreciate that the WWE sees him as important enough to give him these renewed intentions of "pushes", but he really served a good purpose in ECW.

Yeah I would have like to see Umaga there too but isn't smackdown kind of low on Main eventers?

In six months there should be some way I can just watch an ECW title program between CM Punk and Rey Mysterio, Umaga, Tommy Dreamer.

As far as upper mid-carders go (currently what I consider Umaga), you have MVP and Mr. Kennedy hanging around, as well as Shelton Benjamin. Plus, there is a chance that Tyson Tomko will come in with Christian.
