I'm pretty sure Heyman said there wasn't. People never got tired of RVD winning so the plan was for it to continue.

Yeah, sometimes when a champion works, it's just best to follow them through their momentum instead of getting impatient or trying to "shake things up" for the hell of it. It would not surprise me if Heyman did not have a plan.

I'd really like to hear about some of his ideas and concepts behind booking, actually.
