No reason you couldn't explain now. Not a long story. It's concept art from a guy who used to be at Midway who pitched a reboot to the series that Midway didn't go for.

I like the art work he proposed, the back stories? not so much. Most of the ones I read involved special forces(like there aren't enough special forces characters in fighting games as it is..)

There is this parody pic, like I mentioned. It's Cable in his original outfit, except he's like 9 feet tall, 6 feet wide, probably 600 pounds of roid muscle with a pinhead, all white eyes, tiny little badly drawn feet, shoulder pads bigger than his head, pouches all over and a massive 300 pound gun. Oh, and the gun has pouches too.
