I'd imagine they considered it when he had a heel run too. It was definately considered before he joined WCW because they used it as a negociation tactic.
I remember when Davey came back to the WWF after his WCW run JR talked often how Davey has won every title except the world title. It sounded like he was going to get at least a world title shot, but that never happened.
