I know the argument is easier to make for Carlito, seeing as to how he's the Intercontinental champion and all, but what does that REALLY mean anymore? Masters is actually winning matches while Carlito is hosting a talk show.

In terms of a push, Masters is getting a bigger one. However, that doesn't really make him a top heel. Angle could be doing Dark matches and still be the top heel on Raw. He's just that much better than 99% of the roster. Michaels could do it if his ego didn't demand Babyface adoration. Cena could get a better reaction too.
It's pretty sad that your list of heels includes a #2 who can barely draw heat, and a #3 who can't even do that. In terms of pushes, these might be the biggest. In terms of stardom, it's pathetic.
