I like to look at it like this:
Eric Bischoff is RAW General Manager. He makes the rules and matches for RAW. Teddy Long is SmackDown! General Manager. He makes the rules and matches for SmackDown!.
If Edge went to SD!, Eric Bischoff no longer has authority over him. Teddy Long would likely want Edge to earn his title shot again in the deep blue. When Cena came over to RAW, Eric Bischoff still governs over Edge. He can make the match for Edge to challenge Cena for the WWE Championship. You'd find that if Edge went to SmackDown! tomorrow, in a kayfabe sense, he wouldn't necissarily be guaranteed a World Heavyweight Title match just because the Money in the Bank Title shot was originally for the World Heavyweight Championship (now on SmackDown!).
