Yeah. Chavo was doing his Amway gimmick at that point. Hall had won the TV title from Rick Steiner via forfit and was far above the belt overness wise, it's just he wasn't reliable enough for other championships. Nash threw it in the trash. The whole thing was done in typical nWo/Outsider fashion with the whole piss on tradition as well as some clever notes for smarks. i.e. Nash threw it in the trash similar to what Madusa did when she showed up in WCW with the WWF's Women's Championship. Also, Nash tossed it similar to a basketball, having college ball as well some time over in Europe before injuring himself (shocker there) and getting into pro-wrestling.

Duggan was doing a janitor gimmick when he found the title in a clear trashbag. He began defending it (mostly on Saturday Night).

Why was it thrown away? Well, if you check the history... Hall won the belt via forfeit on the same show as Norman Smiley was crowned WCW's first Hardcore Champion. They "most likely" didn't want to saturate the market with too many titles, which can tarnish importance if you've too many guys walking around with belts.
