This whole Di Canio thing pisses me off as well, but thats more for a political reason. Celebrating is part of the game and as long as it doesn't go too over the top (if your diving into the crowd, it is potentially pretty dangerous or going close up and yelling abuse at the opposing fans I would see grounds for it) but in the case of Neville he did neither really, he was well away from the fans and didn't hurl abuse at them, and the Whelan thing was a joke.
Things which are dangerous should be stopped, things which are pure emotion like Neville, Whelan or Robben the other day.... the FA needs to give leeway.
