There's a program, alohabob PC Relocator that you can use to transfer the whole thing to a new HDD, system files, settings, programs and all that jazz.

First set up the new drive, format, partition etc. and install your OS. Inatall the PC Relocator. Then set the new drive as a slave.
Then run your spyware, antivirus, chkdsk, and defrag the old drive. Install PC Locator and run it.
after it's run swap the old drive to slave, the new one to master, boot it up and see if anything got missed.
It works better than XPs file and settings transfer wizard and cutting and pasting because as mentioned, your registry isn't scrambled.
