I don't think a draft is necissary this year, but assuming they do go through with one:

RAW to SmackDown!:

1. Chavo Guerrero
2. The Spirit Squad
3. Kane
4. Rob Conway
5. Eugene

SmackDown! to RAW:

1. Paul Burchill
2. Orlando Jordan
3. Jillian Hall
4. Rey Mysterio
5. The Undertaker

Don't ask me why, but I see something like this happening. Chavo Guerrero can start a feud or a team with Chris Benoit. I see The Spirit Squad being drafted as a whole. Their fast-paced style is much better suited to SmackDown! than RAW. Mikey can compete in the Cruiserweight Division, Nicky & Mitch in the Tag Team Division, Johnny in the US Division, and Kenny in the, dare I say it, World Heavyweight Division. The Big Red Machine in the blue environment of SmackDown! is at least fresh. Rob Conway can work some great matches with Chris Benoit and Kurt Angle. Eugene might be able to re-start a program, either with or against, William Regal, before finally losing the gimmick.

Paul Burchill would be a good opponent for Shelton Benjamin. Burchill is a lot smaller than what he used to be, so he's looking less like a monster capable of hanging with the cruiserweights and more like a slightly bigger version of them. On RAW, his style will be able to mesh with that of Shelton Benjamin & Rob Van Dam. I see Orlando Jordan turning face soon, as he plays the role better, and I see him going to RAW. Jordan would add nicely to the IC Division. Jillian Hall in the Women's Division is a must-have. Much like Kane being on SmackDown! is fresh, Mysterio being on RAW is fresh. A heel John Cena vs. face Rey Mysterio feud would kick all kinds of ass. The Undertaker is just something I can see happening. Taker's few appearances would seem a little more spontaneous on RAW. Once again, it's kind of fresh having Taker on RAW.

As for trades, I see Goldust ending up on SmackDown!, possibly traded for Doug Basham (reforming The Basham Brothers on RAW).
