HHH looked over-matched and out of his depth until his Royal Rumble clash with Foley. All new heel champs in the last 8 years or so have looked over-matched in their first few months of their reign (See Angle and Jericho, even The Rock back in 98) Foley made HHH look like a superstar. There's a difference between being a credible top heel (which he was without Foley) and a credible world champion (Which Foley did for him, and The Rock exactly a year before)
In fact, even before that Foley gave HHH his first world title after Summerslam 99 when Austin refused to job for him. I think Randy Ortons career increased tenfold with a feud against Foley, Edge beats Foley and now hes in the main event of Backlash. (ok thats probably a coincidence.....) but Foley puts people over, hell he even helped Benoit play top heel in the company briefly in 2000.
HHH couldn't of come this far without his own awesome talent and skill, but Foley definatly helped him, a hella lot.
