Man, this could make for a mark out segment, especially if Heyman handles it.
Eugene's music hits and he comes out all gimmicked, with his jacket buttoned up (still inside out, of course). He gets in the ring and gets on the mic. He'll do something like "I LOVE ECW!" and mock some of the guys. Then, he breaks character by saying something like "Yeah, I bet you were expecting a promo like that. Good old retarded 'Eugene'. Well I'M FUCKING TIRED OF IT! I AM NICK FUCKING DINSMORE (he rips off the jacket, revealing an ECW shirt) AND I AM A WRESTLER! NOT A SPORTS-ENTERTAINER!"
He could (work-)shoot on how playing the retarded character led him to drugs and rehab and that Heyman said that he (Eugene) was better than what he was getting.
