The signifigance of the July 31st deadline is that before that date, teams can trade whomever they want, to whoever they want, without their players having to clear waivers. After that, teams have to go through a lot of work in order to obtain a player via trade. Mainly it would seem only veteran players like Wells or guys with big contracts (Manny Ramirez, Andruw Jones) can slip through waivers. Teams are afraid to claim some of these guys because, as in the Randy Myers situation, they could claim a guy who is not having a good year but is due a ton of money. The website didn't explain this well, but apparently a team can decide to just dump a player on a team who claims him.

It's a pretty confusing process, but simply put, it's a lot easier to trade a guy before the July 31st deadline.
