First off, it is legal to share your internet connection with anyone you give permission to. Next, if you are talking about getting a broadband connection and using a wireless router, it's going to be kind of difficult to get much distance from it. Your houses are going to need to be either right next door, or if you want to purchase a signal extender you could probably be like one house between? This is if you are keeping it relatively cheap. You both would get the same speeds and that would be whatever your internet provider decides or what you pay for.

So to answer your questions quickly:
1) I would say next door would be your best bet
2) Depends on provider
3) Any broadband service (that is if you are talking about wireless routers)
4) Yes
5) Call up a provider and get set up and one of you pay the other every month

There is also wireless internet providers that use satellites (not satellite providers though) but you wouldn't be able to split connections unless you went with a wireless router. That, however, is your cheapest solution.
