When he tracked down Andrew Luster (the case that made him famous) in Mexico he didn't have authority to detain him. Bounty hunting is illgeal in Mexico - that's why baddies always make a break for the boarder.

If the US authoritys have any sense they will tell the Mexicans to piss off.
