I think a lot of fans lost interest after the strike and maybe they'll eventually come back. Other than that? I really don't think you can do anything to make changes right away. If I was the NHL I would only try to target those "used to be fans." Or maybe try a "cradle to grave" idea where you get to people when they are real young, hoping to create a fan for life.
