I think FakeRazor is correct, they don't plan on signing him. This was just a block and they get their money back.

This brings up an interesting point. This is a loophole and you know people are going to cry foul (if this is how it plays out) Not to mention the Japanese player(s) themselves that want to come to MLB. Boston *might* get away with it, but they'll be an addendum to this whole formality, whereas a team doing this with no intentions to sign a player, looses their money ... or some other sort of penalty.
