Yes for the reasons that you stated. But really it's up to whom ever has the board. If it's your go and a guy post twelve answers just either state like: "no to all," or "I only counted the first one." That way at least people know what has and has not been guessed. But yeah, if I were in control I would say only one guess until you've been told if you're right or wrong.
