I remember Wrestlemania 2000 getting tons of hype starting with the Rock/Big Show (I think this was the first time a Rumble winner put his mania spot up at No Way Out), then Foley being added right after "retiring", and the McMahon in every corner.
Uh, Shawn Michaels put his Royal Rumble title shot on the line against Owen Hart at the February In Your House way back in 1996.
