I think i would have him fued with Edge leading into WM23 and possibly have a match at WM. They lost the titles now so it could probably be a good time to do so. The match they could have is a #1 contenders match for after WM. In the farther future you could have the MITB winner claim a match against the Champ at the same time as Orton wants to...not saying this should lead to a triple threat but leading to huge conflicts and fueds = ratings
