No it really isn't.

That being said, you're correct it was re-enforcment of the rule, same thing that happened in the mid 80's and will probably happen in another 10-20 years.

The rule does need to be called, but they need to let the refs "let them play" to some extent.. it should be somewhere inbetween, which is where it's slowly getting back to and then a few years after that you'll have WR's being mugged again and whoever has the top offense at that time will complain and they'll re-enforce the rule to the point that breathing on a player is called.
