I wouldn't call it a perfect chance to unify the titles. In fact, it would have been an awful way to do it.

Now it's on the Hardys, and thats hardly a waste. Now if you wanted to unify those titles you could easily have an interpromotional fued with the Hardys and L&K that concludes with a TLC match for those belts.
