Poker isn't illegal, gambling without proper authorization is. I don't know WHY except that some people have always thought it immoral and therefore passed laws against it. Add to that that the money made in things like this is usually kept out of sight of tax authorities, and that such things often involve drugs and prostitution, and the internet nature of this probably violates some sort of interstate commerce laws...
Yeah, even without gambling being illegal, there are all sorts of crimes that could have been taking place, hence a six-month investigation.
