Malenko has a bad neck, but wasn't FORCED into retirement, he decided that he wasn't going to rise above his current status and quietly slipped into retirement. Plus, he was training for a match against Benoit at One Night Stand II which was ultimately cancelled, so he could probably go, with a bit of training.
Anderson hasn't worked a match in a decade, has no flexibility or feeling in his left arm, has a severe neck injury which could paralyze him with just one bad bump, and to be honest was treading water even when he called it quits.
If Malenko decides to come out of retirement, I'll be happy for him, getting his one last shot, a la Finlay, as long as he is confident in his health. If Anderson comes out of retirement, he's a fool. He has had a lucky escape... it would be a shame if he were to hurt himself getting back in the ring like Paul Orndorff did in 2000.
