Basically, without saying H's name, he talks about how when Foley did the program with Orton, a top guy didn't like the promo when Foley returned, busted his own eyebrow and told Orton to spit on him again because "it made him look weak". Then after the Backlash match, that same top guy panned the match. Foley ends the chapter with "Funny, didn't seem like that guy had a problem with the way I did things when it was making him look good." Without blatantly saying it, he basically theorizes whether H ever really wanted Orton to be a top guy.
There are other points in the book when he comes out and openly criticises H such as the Cena thing, but that's the big cutting remark.
