I would go with that, except for the following:

1. The Raw before that PPV, there was a six man between Micheals, Diesel, and Undertaker vs. Bulldog, Yokozuna, and Mabel. 2 major events happened in that match: Taker's face got "squished" by Yoko and Mabel doing repeated leg drops was the remembered one, as it lead to Taker getting a cool ass mask. The forgotten one involved Dean Douglas giving Shawn Micheals a Hot Shot onto the Steel Steps. Syracuse incident "Happened" after that. (In fact, they showed that attack on Raw, when it happened, on Superstars and one more of the weekend shows, followed by NEVER SHOWING IT AGAIN.)

2. The amount of people involved in that attack has changed on more than one occasion. (I've heard about 3 different numbers, at least.)

3. The fact that the match became Douglas-Ramon, Ramon went over. Micheals comes out looking like gold because he didn't have to actually get pinned or be forced to submit to lose it (this has actually happened numerous times in Shawn's career.) Ramon comes out looking good because he wins the Intercontinental Title again. The only one who looks like a bitch is... wait for it... Dean Douglas. (circumstancial evidence, but something that makes Clique guys look good and non-Clique guys look bad? Get Out of Here!)

4. Given what has come after that, I wouldn't doubt that it was a fabrication to get him out of not putting over Douglas. (More circumstancial than anything else, I know.)

Seriously, Syracuse Incident is almost as controversial as Montreal, now that I think about it. I'll be the first to admit I'm an asshole, but I call that incident a fabrication. Now, I'm not defending Shane Douglas by any means, as he has utterly fucked himself over time and again. This is, however, one of the few times he actually has a point.
