WWE's problem is, they have two types of main eventers. Those who have been a main eventer forever (HHH, HBK, Undertaker), and those they pushed insanely quickly (Orton, Batista, Cena, Umaga, Lashley.) The only exception to the rule is really Edge, who was actually an established character for a long ass time before moving up, much like HHH was back in the day.
Outside of Edge, who was the last mid card person to actually ever be moved up? 95% of the roster isn't given room to grow. Instead they're stuck in a spot with little to no time for advancement, character, ability, or spot wise.
If they started letting people like Carlito, Shelton, Nitro, etc, blossom, build there characters, and work towards a main event psot, they could build other people, such as London, Kendrick, Gregory Helms, Masters, Dyksta, etc, into the mid card better, where they could continue to grow into the main event.
Remember back when HHH fought Taijiri and TAKA on Raw? Those were great matches. Remember how The Rock and Austin feuded, and then HHH and the Rock feuded when Austin went to the main events, and then the other two, over time, followed? Remember when Jeff Hardy fought the Undertaker for the world title?
You don't get that any more. Week in and week out, you get the same matches with the same people. WWE's roster is pretty fucking stagnate. When people say someone like London could never get over big, it's because the WWE's roster is set in a way where there is no oppertunity for them to.
Given the right situation, almost anyone on the roster could get over with the crowd. There are very few exceptions.
