I wouldn't mind seeing Foley go over Orton on TV, only to get put down by Orton at WM XX. That's just my personal preference. Foley could have a brief return/final run deal (Pleases the Foley Marks), but then put over Orton in a big event (Please the Orton Marks and the Smarts.).
