Do you really think McMahon would punish Mysterio for using steroids?

His top stars have all used them, with the exception of maybe The Rock and Stone Cold.

Rey is a huge attraction in WWE because of the Spanish audience. With the main event roster so lacking right now, they need Mysterio to come back strong.
