I haven't seen RAW yet, but it does sound like a pretty "meh" show. King Booker vs. Triple H is the right program to run upon Triple H's return. I don't think it should be for the WWE Championship, though. I came up with a scenario on how I would book the Triple H vs. King Booker feud, and while I won't go into detail, the gist of it is that they feud over the title of "King of Kings."
King Booker would win their first match via disqualification, in a way that doesn't make Triple H look like an idiot for not knowing the rules. I'm thinking Sharmell distracts the referee while Triple H has the pin off a Pedigree, so he pulls Sharmell into the ring, gives her a Pedigree, and the referee disqualifies Triple H for hurting an outside party, which is not usual practice.
The second match would be a Street Fight. The story here is that Sharmell is considering leaving Booker because after Triple H lost, he chased off Booker with a sledgehammer, and then signalled that he was going to hit Sharmell if Booker didn't come back to the ring. Booker didn't return, and Triple H nailed Sharmell with the sledgehammer. Booker is fighting for the pride of his wife in this match, but eventually Triple H goes for the sledgehammer again, and Booker bails. There are no countouts in a Street Fight, but Triple H is declared the winner via forfeit.
The final match would be a Steel Cage Match, to keep Booker in, and keep the sledgehammer out. King Booker wins the final match of the feud with help from Randy Orton, who realises that he was on Triple H's hit list, and he just wanted to strike first.
