Don't you guys remember WWF Heat and WCW Saturday Night? The shows where the lower tier wrestled regularly every week; hardly ever showing up on RAW is WAR or Nitro? ECW on Sci-Fi is the new Heat, only pumped up on steroids and pimped out with its own title belt.

In short, it's doing it's part in giving these guys airtime every week. I bet Vince isn't happy that it's now gotten equal ratings with Impact though.
