One big difference for me, is that those moves you mentioned don't have to be so carefully placed. The Worm and People's Elbow is just somebody out on their back in the ring, which can happen a variety of ways. The "Tuning Up The Band" is just some taunting to a dazed opponent before the Sweet Chin Music.

Now, the 619 however, they have to land in just a particular way dangling over the second rope...

That just makes it even more ridiculous.
