The only problem is Jeff as a champion will end poorly.

It's not to say he can't wrestle. It's not to say he sucks.

Though I'll say both of those right now, just to piss of Shadow.

Jeff Hardy is unreliable. You don't want someone like that as champion. Hardy should Never...EEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEver touch a championship higher than IC/US.
