Where on the list of "most over wrestlers to never hold a world title" does Jeff sit?

Now that RVD and a handful of others have won titles, I'd put him right up there with Dibiase, Hall and Piper. Not in terms of talent legacy or greatness, but just in terms of being over as fuck and never getting the strap.
