You're right. But I think it has more to do with the fact that anyone who could fill the jobs is probably reluctant to it, even if they're not a part of the writers guild, because if and when it's resolved they'd then be a scab in retrospect.
And being a scab isn't what you want to be. Unions and strikers rule though fear really.
