It's already confirmed that it's Chun-li focused, but not exclusively about her.

No more than SF 2 excluded other characters by focusing on Ryu.

Chun Li, along with Ryu, Ken and Guile, is a common focal point and protagonist in all things Street Fighter. I'd like to see a Guile-oriented deal myself, but whatever. I mean, I love Ryu and Ken, but they're been done and done and done.
