Make Cena turn on somebody like Jeff Hardy or something and have RVD go back to the dickhead role he had back in the day in ECW.

Actually, RVD would not be a bad choice for a major stable. Assuming they can sign him.
I would love some kind of Wellness policy stable. Honestly. Apparently Vince McMahon believes the heat has died down, so I can see him using Wellness in storylines. You just have some guys get fired in kayfabe (whilst making it look real), for violating the Wellness policy for a third time. I think Mr. Kennedy and Umaga would be good for this, Umaga dropping the savage gimmick. He can maybe call himself Eddie Fatu, and use "The End" as a moniker.
They attack people on all three brands (because as Indifferent Clox believes, the brand split should not be obeyed by a stable trying to gain supreme dominance). They challenge Vince and say that the Superstars want to kick their ass now that they've been doing run-ins, so he might as well re-sign them, and let them get their ass kicked legally. Vince agrees, and Kennedy and Eddie Fatu are back in the WWE for two years.
Kennedy and Fatu then find an ally in Rob Van Dam, who believes he should be able to smoke whatever he wants, and then John Cena turns on the WWE guys, aligning with Kennedy, Fatu and RVD, which would come as a shocker, because he is what they protest against (certain guys getting released whereas certain guys juice and get rewarded). Their stable slogan can be something simple like "All is not well."
