I think on ECW, Dreamer should qualify for the Rumble.

Then, after the Punk's match at the PPV, there's a segment where Punk's sitting in the locker room disgusted with himself, and Dreamer sits next to him and says "Go get your gold back. You deserve it more than I do." and Dreamer hands his number over to Punk.

I think it would be a nice "passing of the torch" moment for Punk and Dreamer, and after a 40+ minute performance in the Rumble, it'll put Punk over pretty nicely.
I think if they did, for whatever reason possesses them to do it, go with Punk as the Rumble Winner, I think it would be intended as a shocker. An "under the radar" type thing. As I said, I can see the WWE trying to replicate Jeff Hardy's success with the Cinderella story no one expects.

I'm not sure if there are any house shows scheduled after ECW next week, before the Royal Rumble, but if there are, I'd expect CM Punk to qualify there. Or he can wrestle a qualifying match on SmackDown!.
