Savage was married until 1992, and left WWE in 1994. Assuming he didn't cheat on Elizabeth (yeah yeah, i know, just stay with me) that's a two year period in which this Savage/Steph thing could have occured. She was between 16-18 at that time.

Now, I'm not being funny, as far as I'm concerned 16yrs old is legal age. There aren't many places where the legal age is higher than 16. FTW.
