Khali would best be used in a tag team with Funaki. I stand by this statement. Ranjin Singh is hurt, and Khali wants to express himself to someone in the back, and they can't understand him. Funaki then appears and helps whoever it is understand Khali. Then, the next week, Funaki is used as an example to prove Edge, Chavo Guerrero, Zack Ryder or Curt Hawkins' dominance, and he loses a singles match against them. The heels swarm him, when The Great Khali comes out, and decimates them all.

There's a face team for you. It takes a big guy who is not good for much, and it takes a talent that deserves better, but won't get it by themself, and it makes them useful to each other. I'd mark out for Funaki & Khali as WWE Tag Team Champions, to be honest.
