As far as the tag team divisions go, here is what I think they should do with each of them.
First of all, Paul London & Brian Kendrick are being horribly wasted. For pretty much a year, they were a highlight of SmackDown!. Upgrading them to RAW was a great nod to their work, in theory, but since then they've been used like they were jobbers. They need to go back to the blue brand.
I like The Redneck and The Reject, but I think they could branch off and make two old WCW team variants, with Shannon Moore siding with Gregory Helms, and Jimmy Wang Yang finding a redneck buddy in Jamie Noble (which is pretty much the inverse of the Jung Dragons). John Morrison & The Miz should stay together, and keep Layla at their side as a valet.
Jesse & Festus are surprisingly great, I'll admit it. Festus' retardedness is what makes him work. Jesse is also Ray Gordy's son, so I expect good things from him. I actually think they are more an entertainment based team (despite Jesse's solid ring work), so I'd move them over to RAW.
Robbie McAllister and Drew McIntyre are both lost in the shuffle. Stick them together as a tag team. Have Drew culture, Robbie, and when Rory comes back, work an angle where Rory wants his cousin back. Robbie then sides with his cousin, and while Drew McIntyre defeats them in singles matches, The Highlanders win tag bouts against McIntyre and partners.
Hardcore Holly & Cody Rhodes are a bad match, in my opinion. Cody Rhodes should be vying for the Intercontinental Championship. Hardcore Holly's tag team partner should be Charlie Haas, in my opinion. I liked the little apprentice angle Haas had going with Holly a few years back on SmackDown!. The two would make a fine "no frills" tag team.
Val Venis and Super Crazy would be a great fit as a tag team, in my opinion. Val has a Spanish wife, spent time in Mexico, and speak the language, so he and Super Crazy conversing about the porn industry in Spanish? There is a filler face team right there. You could even have Val play his "Steel" character, in a way, to move away from the porn star image in the ring. Hacksaw Jim Duggan can just retire.
Lance Cade & Trevor Murdoch are a great team. They should be leading the division as its top heels, opposite Biscuits & Gravy as the top faces. Carlito & Santino Marella are hilarious, and have great potential as a tag team. They just fit well together. Eddie Colon has a nice little team going with Eric Perez down in FCW, so bringing them up together as a face unit could be something. They can provide a second face team to make up the focus of the division, while Carlito & Santino make up another heel team.

With their DVD coming out, even though the stories are separate, I'd put The Hardys back together for another run, because they pretty much equate to tag team credibility. Stick them on SmackDown!, and give them the WWE Tag Team Championship for the first time as a team. A TLC Match pitting The Hardys against The Edge Heads, Paul London & Brian Kendrick and John Morrison & The Miz would kick some serious ass.
