As far as I know, it's not possible... making things smaller are one thing, but I think the fact that new pixels need to be created to increase the size of a picture tends to bugger it up. Stuff like Photostop and dedicated image resizing programs make a better job of it, but don't solve the problem.

Of course smaller images contain less detail anyway, and since you're effectively just blowing them up you're exposing that lack of detail...
