I would say the only criteria would be that it can be applied to anyone.
Moves like the Stunner, Leg Drop, People's Elbow, SCM, etc can all be done to any wrestler regardless of their size.
Whereas a move like the Canadian Destroyer is sick looking, but there's no way it could be done to say the Big Show, so its tougher to get over.
Everything else is irrelevant.
People's Elbow proves a move doesnt have to look like it hurts.
Moves like the Flying Elbow or Swanton Bomb cant be done from anywhere, but they all got over.
Cena's submission move looks terrible, but as long as guys like Hunter and Shawn are willing to tap out to it, it'll get over.
The only other thing that I think matters for an effective finish, is having some type of set up to go into the move. If you watch Shawn Michaels doing the Superkick, it didnt look that great and wasnt that over. When he started adding the foot stomps or going over to the corner to set it up, it got more over.
I think fans like knowing that its coming so they can get ready to pop for it.
