If the drug policy were around 10, 20 years ago...

If the drug policy was around 10 and 20 years ago (and enforced the same way as today) in the WWF how different would it have been?

Obviously the top guys like Austin, Hogan, etc would be protected, but there will be those "Jeff Hardys" back then.

I suppose Jake Roberts would have been the Jeff Hardy of the early 90s...

But how would the landscape have been changed? A lot? Not at all?
