I think of it as him working on a paid-per-appearance schedule. Like how "local wrestlers" would be. As for the Superstars page, my guess is that that WWE.com has just caught on to this guy working time and time again for ECW, because he seems to connect with the crowd, and they realise that advertising him, despite not being an ongoing employee would be the best approach.

As for Delaney, I'd like to see a giant destroy him one day in a contract match, and then feel bad, and lay down, put Delaney's arm over him, and Colin gets a contract which infuriates Colin Delaney. Mark Henry seems to be getting closer and closer to a face turn, so this could be how they do it. Move him to ECW as Colin Delaney's helping hand.
